Is Exness regulated in the EU?
Exness (Cy) Ltd holds a CySEC licence (178/12), but Exness closed retail onboarding to EU/EEA and UK residents in 2019 and no longer accepts new clients from those regions. The licence exists on paper, yet EU residents cannot open an Exness account or claim Investor Compensation Fund cover through it. Only at brokers that explicitly support crypto withdrawal. Tier-one EU regulated brokers cannot pay out to crypto wallets under MiCA and AMLA 2024. Offshore entities (Exness FSA Seychelles, FBS IFSC Belize, RoboForex FSC Belize, Eightcap Global VFSC) support BTC, USDT and ETH withdrawal. XM vs Pepperstone — which has the safer EU routing in 2026?
For most EU/EEA residents the routing is equivalent: both brokers onboard through a CySEC entity — Pepperstone EU Ltd (CySEC 388/20) and XM’s Trading Point of Financial Instruments Ltd (CySEC 120/10) — so both carry identical ESMA protections, mandatory negative balance protection and Investor Compensation Fund cover up to EUR 20,000. Pepperstone additionally runs a German entity, Pepperstone GmbH (BaFin 151148), but it onboards only German and Austrian residents; those specific clients get BaFin oversight and German EdW compensation. So Pepperstone edges ahead solely for German and Austrian residents — for everyone else in the EEA the two sit on the same CySEC footing.
